Start with the thing no other market in our portfolio has: in Lakeland, the City is also a roll-off company, and it publishes its rates. The City of Lakeland Solid Waste Division rents 10 and 20 yard containers to residential customers and 20, 30 and 40 yard containers to commercial customers, and it will handle customer-owned containers as well. Its published fee schedule sets a $68.00 delivery charge, a $149.59 collection fee per haul, disposal billed as a direct pass-through from the disposal site including tonnage, $2.61 a day if the container is not serviced within 30 days, a $40.80 miscellaneous charge for things like relocation, blocked access, customer wait time, dead-head service or container replacement, and a 15 percent franchise fee surcharge on gross billing. Requests received Monday through Friday between 7 a.m. and 4 p.m. get next-day turnaround, and residential roll-off customers sign a Hold Harmless agreement. That is a real service from a capable department and we will say so.

The difference is structural rather than a matter of who is better. The City’s published price is unbundled: delivery, haul, tonnage, daily rent past 30 days and a percentage surcharge, each billed as its own line. That is a completely legitimate way to price a public service, and for some jobs it is the cheaper way to buy. A light load on a short schedule inside the city limits, where the tonnage passed through is small, can come out well on that structure. Where an unbundled price gets uncomfortable is when the load turns out heavier than expected, or when the container sits longer than planned, because both of those variables land on the customer after the fact. We price flat and all-in instead, so the number you are quoted is the number you pay. Both approaches are honest. They just fail differently, and you should pick the one whose failure mode you can live with.

There is one more line worth reading in the City’s schedule, because it explains where each service naturally fits. The City rents 10 and 20 yard boxes residentially and stops there; 30 and 40 yard containers are commercial only. So a homeowner doing a whole-house cleanout or a large historic-core renovation who needs a 30 is outside the City’s residential line by definition. The City also serves customers inside the city limits only. Cross into unincorporated Polk — Lakeland Highlands, Highland City, Kathleen, Combee Settlement, Medulla — and the City is not an option at all. Whoever hauls it, the container itself is a permit question the moment it touches public ground, and Lakeland is unusually clear about this. The City states that any work within the City of Lakeland right of way of any nature, including road or sidewalk closures, requires a Right-of-Way Use Permit through the Public Works Engineering Division before any work commences. The permit provisions specifically address dumpsters and solid waste roll-off containers: the City reserves the authority to require their removal from on-street parking on 24 hours’ notice, failure to comply means removal by the City at the permittee’s expense, and it can count against future permits. Published fees run in tiers of $0, $250 and $500, with extensions from $500 to $1,500. A short residential job that closes no travel lane may well be a no-fee permit — but it is still a permit. The permit carries a second condition people miss. It requires the permittee to notify existing utilities before filing, to contact the 811 network a minimum of 48 hours before work begins, to notify designated City departments 48 hours before starting, and to keep a copy of the permit at the job site. So in Lakeland, calling Sunshine 811 is not only the statewide duty under § 556.105(1)(a), Fla. Stat., which sets not less than two full business days; it is a written term of the City permit. On private ground the picture is simpler. We have found no published City or County requirement for a container placed wholly on a driveway or private lot, though a homeowners association agreement or a deed restriction can still apply. And if your frontage is on a state road, the right of way belongs to FDOT rather than the City, which is a different desk again.

The 20 yard is the Lakeland default and it is the right first guess for most household and remodel work, which is also why it is the largest box the City rents residentially. Step down to a 15 for one bounded room or a single-layer tear-off, and down to a 10 whenever the material is dense — concrete, block, terrazzo, tile, or anything that has stood open through a wet week. Step up to a 30 for a whole house going out, a large historic-core renovation or a full estate cleanout, and to a 40 for genuine commercial and construction bulk on a site with room to place it. Note where that leaves a homeowner: 30 and 40 yard containers are commercial-only on the City’s published schedule, so a residential job that needs one is our territory rather than theirs. Delivery, Placement And The Right-Of-Way

Every set starts with the approach. We want roughly 60 feet of straight run to line up and back, about ten and a half feet of working width and 20 feet or more of vertical clearance for the hoist. On a flat Lakeland lot the overhead is nearly always the binding constraint — a live oak limb, an awning, or a Lakeland Electric service drop — rather than a grade. The surface matters just as much. Polk County is high, sandy country, with Lakeland at 203 feet and the Lake Wales Ridge across the east of the county, and ridge sand is loose enough that a loaded container on an unpaved pad will sink and rut.
