Polk County is building, and the numbers say how fast. The 2020 Census counted 725,046 people in the county; the 2025 estimate is 874,790, a rise of 20.7 percent in five years, and county officials describe the pace as roughly one family per hour relocating here. The second rule bites hardest in the old city. What there is instead is an origin rule: the County says the landfill is to be used solely by commercial haulers carrying materials from within Polk County, and out-of-county waste is not accepted. Bulk liquids, pressurized tanks, explosives and asbestos are refused at the gate, so asbestos never rides in a roll-off headed there.

Placement on an active site comes down to ground and right of way. Polk sits high and sandy — Lakeland at 203 feet, the Lake Wales Ridge across the east of the county — and ridge sand is loose enough that a loaded 40 will sink into an unpaved pad. On a construction site the size question is really a scheduling question. A 40 yard holds the most airy material and is the right box for new-build framing debris, packaging and interior strip-out where the lot has room for a long container and a long approach. A 30 yard is the general-purpose choice and the one most Lakeland sites end up on, because it fits where a 40 will not and still takes a real day of work. A 20 yard suits a bounded phase, a tight infill lot in the historic core, or a site sharing a drive with an occupied house.
